Does Fuzzing work with nonlocal chains

No, any non-local chain (mainnet, testnet, forked chains) will have way to many blocks to fetch all the transactions.
Users are expected to deploy all relevant contracts locally. This will allow the CLI to collect all the transactions for that local chain. The transactions are then used by the fuzzer to replicate the state of the local chain
